Italy has launched a new air travel initiative aimed at connecting smaller cities and airports through a project known as Regional Air Mobility (RAM).
The program, led by the Italian Civil Aviation Authority (ENAC), officially began on September 15 with a demonstration flight between Rome Urbe and Fano, a 50-minute route designed to showcase the benefits of shorter flights over long road journeys.
The RAM project is designed to provide faster, more convenient alternatives to road and rail, with a particular focus on regional travelers, tourists, and business passengers. ENAC has outlined a model that uses light aircraft carrying up to 19 passengers on routes ranging between 300 and 600 kilometers, with competitive fares set between €80 and €100 per leg.
Project Goals and Initial Routes
ENAC has positioned RAM as a practical solution for improving connectivity across Italy’s regional network. Initial airports include Rome Urbe, Milan Bresso, and Venice Lido, with connections planned to destinations such as Elba Island, Tortolì in Sardinia, Siena, and Perugia. Additional cities including Arezzo, Foggia, and Salerno are already listed for future inclusion in the network.
The aircraft chosen for the program include the King Air B200 and the Tecnam P2012. Both models are recognized for their reliability, fuel efficiency, and suitability for short-haul routes. Analyses by ENAC have shown that an hour of flight on these aircraft costs roughly one-quarter of what is typically required for larger commercial planes, supporting the project’s commitment to cost-effective operations.
By relying on smaller, accessible aircraft, ENAC aims to move beyond the traditional model of private jets for elite travelers, offering instead a scalable service that can reduce highway congestion and promote a new approach to regional mobility. Authorities believe the program could also appeal to foreign visitors seeking faster connections to mid-sized Italian cities.
Benefits for Tourism and Local Economies
Beyond speed and convenience, RAM’s potential advantages extend to tourism development and economic balance. By linking airports that are often overlooked in traditional flight networks, the project aims to highlight destinations usually considered “off-route.” Examples include Viterbo and L’Aquila, the latter set to be Italy’s Capital of Culture in 2026, both of which could see increased visibility and visitor numbers.
Improved air access could also support local businesses. Small entrepreneurs, professionals, and commuters stand to benefit from shorter travel times compared with road or rail journeys, with the added possibility of remaining productive during flights. A trip from Rome to Perugia, for instance, could be reduced to about one hour of travel, compared with a half-day by car.
The RAM initiative is expected to provide a fresh option for domestic and international travelers, creating opportunities for more evenly distributed tourism and easing the strain on Italy’s busiest destinations. ENAC has highlighted the potential for the project to help address overtourism by steering visitors toward less crowded cities and towns.
Environmental Considerations
Environmental performance is another key component of RAM. The aircraft selected are designed for greater efficiency in fuel use and are expected to become compatible with sustainable aviation fuels in the future. ENAC has emphasized that reducing the time spent on road travel also cuts emissions linked to ground transportation, contributing indirectly to improved air quality.
By promoting an alternative to long car journeys, the initiative supports Italy’s broader climate and sustainability targets. The focus on fuel-efficient, short-haul aircraft aligns with industry efforts to modernize fleets and limit the environmental footprint of air travel.
The introduction of Regional Air Mobility represents a significant shift in Italy’s approach to domestic travel, with its emphasis on smaller airports, affordable fares, and regional connectivity. As the project expands, ENAC expects more destinations to be added, strengthening links between underserved areas while providing new options for business and leisure travelers alike.
