Saudi Arabia and Colombia Sign Cultural Cooperation Agreement

Saudi Arabia and Colombia have signed a Memorandum of Understanding (MoU) on cultural cooperation to strengthen collaboration and knowledge exchange across multiple creative sectors.

The agreement was formalized during a meeting between His Highness Prince Bader bin Abdullah bin Farhan Al Saud, Saudi Minister of Culture, and Her Excellency Yannai Kadamani Fonrodona, Minister of Culture, Arts and Traditional Knowledges of the Republic of Colombia, in Riyadh on 29 October 2025.

The new partnership outlines a framework for joint initiatives in heritage, music, architecture and design, museums, film, libraries, visual arts, theatre and performing arts, literature, publishing and translation, fashion, and culinary arts. Both nations emphasized their shared commitment to fostering cultural dialogue, creative collaboration, and mutual understanding between their institutions and communities.

Expanding Cultural Exchange Between Saudi Arabia and Colombia

The agreement sets out practical measures for cooperation, including training programs, workshops, policy knowledge exchange, and capacity-building initiatives. These initiatives are designed to promote cultural innovation while supporting creative professionals in both countries. The collaboration aims to deepen cultural diplomacy efforts and encourage the global recognition of each nation’s artistic identity.

“The meeting highlighted areas for cultural cooperation across various sectors, reflecting the shared commitment of both nations to further strengthen cultural exchange and foster mutual understanding through creative collaboration,” the Saudi Ministry of Culture stated in the announcement. The signing builds upon the existing cultural partnership between the two countries and demonstrates the growing global outreach of the Kingdom’s cultural initiatives.

The MoU aligns with Saudi Arabia’s broader efforts to expand international cultural engagement and partnerships under the Ministry of Culture’s global strategy. It also reinforces the Kingdom’s ambition to position itself as a hub for intercultural dialogue and creative collaboration, in line with Vision 2030 objectives that promote cultural diversity and economic growth through the arts.

The Ministry of Culture currently oversees 11 specialized commissions covering areas such as heritage, film, fashion, architecture, literature, and music. Through these entities, Saudi Arabia is working to develop its cultural economy, enhance the creative sector’s competitiveness, and increase opportunities for international exchange.

The agreement with Colombia reflects both countries’ recognition of culture as a bridge for international cooperation. It is expected to result in new partnerships between cultural institutions, promote cross-border artistic initiatives, and create platforms for knowledge sharing and creative development. The collaboration underscores the role of culture as a driving force in international relations and sustainable development.

The signing of the MoU reaffirms the Kingdom’s commitment to dialogue and cooperation through cultural diplomacy, while opening new opportunities for artists, institutions, and creative industries in both Saudi Arabia and Colombia.
