IATA Launches Baggage Community System for Global Bag Tracking

The International Air Transport Association (IATA) has launched the Baggage Community System (BCS), a new digital platform designed to modernize global baggage messaging and improve bag tracking across the aviation industry.

The platform supports the transition from legacy Type B baggage messages to the newer Modern Baggage Messaging standard known as BIX. IATA said BCS will allow airlines, airports, ground handlers and technology providers to exchange baggage information more quickly and securely, even while parts of the industry continue using older systems.

The new system is intended to improve baggage operations and passenger experience by enabling real-time and structured data exchange during key stages of a bag’s journey, including check-in, screening, loading, transfers and delivery.

“Improving baggage operations depends on timely, accurate, and secure information exchange. We cannot do that with legacy Type B messages on teletype networks. And we cannot wait for everyone to convert to modern BIX capabilities. That is where BCS plays an essential role. By handling both BIX and legacy Type B systems, it enables early adopters to gain the benefits of their investments without losing connectivity with those still operating legacy systems,” said Nick Careen, IATA’s Senior Vice President for Operations, Safety, and Security.

Many baggage messages are still exchanged using older teletype-based Type B systems, which can restrict data sharing, increase operating costs and slow down improvements in baggage handling.

BCS is designed to bridge the gap between modern and legacy systems by supporting communication between both message formats. IATA said this approach allows industry partners to modernize at different speeds while maintaining operational connectivity.

The platform also includes a global directory that allows users to identify and connect with partners more easily. IATA said this could simplify lengthy IT integration processes and speed up onboarding across the baggage ecosystem.

For travellers, the new system is expected to improve baggage reliability by providing richer and more accurate baggage data. Delayed, misdirected and misconnected bags could be identified earlier, while real-time updates and faster recovery processes may improve passenger satisfaction.

IATA also said the adoption of BIX messaging supports broader digitalization efforts across aviation operations. The data collected through the platform can help improve performance analysis and support more effective baggage service recovery using scanned images and detailed event histories.

BCS is currently operating in a live test environment where industry partners can validate integrations and messaging workflows before the full launch. The platform is expected to go live in the third quarter of 2026.

Participants in the testing programme already include airlines such as United Airlines, Lufthansa, Emirates, Cathay Pacific, British Airways, Air Canada, Finnair and Air New Zealand. Airports taking part include Berlin Brandenburg, Toronto Pearson, Bengaluru, Münster Osnabrück and Red Sea International.

Organizations that demonstrate readiness for the new standard will be eligible to receive an IATA “BIX Ready” badge to support engagement with industry partners.

IATA said the Baggage Community System forms part of its wider efforts to modernize aviation messaging, reduce industry costs and support greater automation across baggage operations.
